A penalty or a tax? I am trying to subsume Obama care withing the learning theory paradigm using the Skinnerian model. I doubt Skinner would say that it is a penalty since he did not believe in punishment.On the other hand paying a tax would fit in with the idea of positive reinforcement resulting in the addition of a pecuniary reinforcer based on the avoidance behavior of Obama care. Btw,what do we know of Skinner's political affiliation? Democrat,Republican,other? There was word that he was a Commie sympathizer.(Walden Two)
