This is an interesting problem. I teach in a PhD clinical and
experimental psych program at Drexel Univ and I didn't hear that there was
a number of unfilled positions out there. My speculation is that there
is likely a problem with fit. People with clinical training need a
clinic. If the other offer is a clinical setting at higher salary then
the choice is obvious. If the job is essentially confined to undergrad
teaching and research when there is no clinical research setting then
applicants probably don't see a fit. Departments should also
consider part-time clinical faculty who work as clinical psychologists
and teach the clinical courses part time.

Yes, we have the same problem. Two failed searches in a row, due to small and
inadequate pools. We're a large undergrad program with good resources (lab
space, etc.), and we can't get people to apply. Maybe the recent success of our
basketball team will help with our next search.
