Watching his high school speech coach's presentation, it is clear that it inspired the Georgia Tech student, but plagiarized is too strong a description, particularly given that he appears to have gotten permission. The only part he lifted more or less directly was the 'if you want to play music while giving a speech like a badass, you can do that, I AM doing that!' portion.
I'm a a vigorous pursuer of plagiarism in my classes. Nearly every semester I have between 1 and 3 students suffer significant grade reductions, sometimes direct course failures, in my classes due to it, many more suffer minor grade reductions for minor fouls. If this were given in my class and I knew the student had gotten permission from the original presenter, I would not give a penalty at all.
