Full disclosure: I did my MA at Simon Fraser quite soon after the rat park studies had been shut down, and I knew Bruce Alexander and Barry Beyerstein relatively well at that time. I also think that Bruce's related book _Peaceful Measures_ is one of the most sensible books that has ever been written on the topic of drug addiction and its social implications.
