This is an interesting dilemma. I can see both sides of it. I'm our IRB chair, 
and I would consider asking the PI to supply enough copies for the members with 
the members' assurance that they would return them immediately post-decision. 
That way, all bases are covered. The notes could reflect that the instrument is 
available on request should there be an audit.
