I can strengthen the minimal movement effect if I don't put my finger too close to the monitor screen. A gap of 5 - 7 cm works for me.
I had taken my children for their annual check up at the optometrist. While waiting for them, I started looking at a book of "magic eye" illusions. It took me about 30 min to see my first illusion but then after I could see the rest of them easily. I haven't tried any such illusions for years.

I find that if I am looking at the minimal motion one, staring at my moving fingertip, I see a little bit of indistinct movement in the dots but I do not find it to be a very compelling illusion. I have no trouble with the Magic Eye 3-D pictures, but, when I take them to class there are few students who are willing to take the time or make the effort to see what I am talking about. One of my students had strabismus and could not resolve the images. Perhaps I was doing it wrong or there's something wrong with my perceptual system. I also have problems with "magic eye" illusions.
