The tivo is likely having trouble dialing. Plug another phone into the line the tivo has and see if it has a dial tone on that phone line.
Then go into the settings and have tivo make a call while you watch. You cannot listen in as the tivo modem is sensitive to the line being off hook per say. See where your tivo is getting stuck. As another option you can connect your tivo into broadband for about $30.00 in accessories if you have a cat 5 port close, otherwise a few dollars more for wireless if you have a wireless access point in your home.
