It sounds like the TiVo time is faster than the station time. There is a facility to adjust the timing of a season pass recording so it stops 1, 2, 3, 4, 5, or 10 minutes late.
If you use that to adjust the stop time for both programs and have your overlap protection on AND have the first show higher priority than the second, the first show will fully record, then the second will start and record completely also.
