It's there, at least on the HD box, not sure on the S3 box. I'll have to check, but record quality setting is there as it always has been as the default.
When you go to record a specific show, instead of just hitting record, choose options next to it, and you'll be able to set the other record options like speed, early/late, keep until, and so forth.
