Add this to the RADIO CONTROL section of logcfg.dat...
RIGCONF=serial_handshake=None
If you need to pass any other parameters they need to be separated with
commas, e.g...
RIGCONF=serial_handshake=None,dtr_state=OFF,rts_state=OFF
