  When a digital signature is represented with ASN.1, the digital signature
  shall be ASN.1 encoded using the following syntax:

  ECDSA-Sig-Value ::= SEQUENCE {
    r INTEGER,
    s INTEGER
    }

So the SECG re/mis-definition is definitely the wrong one.
