While discussing RFC6083bis (DTLS/SCTP) [1], it was noted that the DTLS 1.3 draft does not say anything about closure alerts. See the discussion in [2]. To clarify that the following PR has been created [3]. The chairs believe this to be a non-controversial change despite the addition of new 2119 language in the PR.
