ISTM getting trial deployments at various scales (not
only the largest) is the right next step.

Lastly, while censorship circumvention may not be the
goal for ECH, the IETF defines plenty of technologies
for other purposes that can also be used to censor so
defining protocols that also enable circumvention is
entirely fine.
