I have three comments, that I posted to the issue:
1. What does "discourage" mean? Imagine this email exchange:
Author: I want to register my new UNBREAKABLE crypto alg
DE: No
Author: But I can't break it
DE: No
Author: Please
DE: okl
Perhaps it's better to say that the applicant must consult TLS WG such as by
sending email.
2. Also, is the omission of Individual stream deliberate? (If so, why)
3. Finally, this is not appropriate for some registries (exporters, ALPN) and
that should be explicitly called out.
