[TLS] Submission of Internet-Draft draft-secroot-ooda-http-00 for TLS WG Consideration

Dear TLS Working Group,

I am pleased to submit the Internet-Draft titled "OODA-HTTP: Adaptive
Security Framework for HTTP Communications"
(draft-secroot-ooda-http-00) for your consideration.

This draft introduces an adaptive security framework leveraging the
Observe-Orient-Decide-Act (OODA) loop, aimed at enhancing TLS and
HTTPS communications through dynamic threat detection and mitigation.
The proposal includes mechanisms for defending against advanced
threats, including those arising from quantum computing such as
attacks based on Shor’s algorithm.

The document covers architectural design, message formats, and
integration approaches compatible with existing TLS infrastructures.
