I read your document. I’m slightly aware of OODA (our former CSO was an Air Force Captain, and OODA shows up often in the MIT STAMP/CSPA workshops (https://psas.scripts.mit.edu/home/publications/)). But the draft has no technical details about how to implement it. In particular, I have absolutely no idea what a “semantic vector engine” is, other than something this draft introduces.
