In section 4. IANA Considerations there appears to be a typo where
"Designed" was substituted for "Designated"

Current:
   No TLS registries [TLS13REG] are being closed by this document.
   Rather, this document modifies the instructions to IANA and the TLS
   Designed Experts to constrain what type of entries can be added to
   existing registries.

Proposed:

If this is not a typo, can anyone explain to me what a "TLS Designed
Expert" is? "Designated Expert" is term in use in the IANA assigned
TLS parameters registry [1].

For the future, is the mailing list the best place to raise attention
to nits like this, or should I have filed a PR against the GitHub [2]?
Naturally, that requires having a GitHub account (which I do) and to
fork the repo long enough to file the PR.
