You cannot. The WG thought it was okay to remove this, but after publication of the TLS 1.3 RFC, we ran into a huge deployed base that would not be able to implement TLS 1.3 and the WG decided to loosen up the spec. As EKR points out, this is also addressed in the 1.3 update draft. Given the above, what is needed to address your discuss?
