That's possible, yes. OTOH, it's also possible that a larger group could achieve rough consensus on the topic should debate result in text that'd convince. And maybe we're all getting tired of the repeated debate. There can be many hybrids and each would need a Y for the above to be true, which is not something I'd say the WG would want, and in any case, anyone can add another hybrid with a N this potentially confusing matters.
