FWIW: as a member of ITU-T, I am -- of course -- biased. But even if I were not, I don't think that this question should be an option on the table at all. The LS is not just a request for comments, it seems to be an invitation for collaboration -- note the words:

       "we look forward to collaborating with you in this area."

Someone is humbly inviting you -- the TLS WG -- for collaboration and you are discussing whether to respond or not. That's a real pity!

John has already done some effort in creating an initial draft response. My 2 cents are that the discussion should be on refining that draft, getting it up to agreement. At the very least, there seems to be a clear agreement on recommending RFC8773bis -- just do that.
