TMDA is invoked as the user receiving the mail.  qmail does all
deliveries as the individual user.  Thus if the user is 'andrew', TMDA
runs as user 'andrew'.  'andrew' needs to be able to send mail through
the SMTP server in order to generate confirmation requests.  If the
'andrew' user has an SMTP_AUTH username and password, those should be
stored in ~andrew/.tmda/config, as Jason indicated.  That will keep
them secure (as long as only 'andrew' has permission to read/write
that file).
