IIUC, whitelist checking must be set up explicitly.  It looks
to me like you have set:

FILTER_INCOMING =
"/home/vpopmail/domains/everybox.com/davidu/lists/incoming"

(See http://tmda.net/config-vars.html#FILTER_INCOMING for details.)

However, your lists/incoming appears to be empty:

I believe you should place appropriate configuration information in
lists/incoming to get whitelist checking to work.

(Why not stick w/ filters/incoming instead though for file location?)
