Here's a trick that may help...

Don't modify whitelist in place.  That is dangerous since it may be 
used during the modification process.

Instead, copy the file to a temporary location, modify the file, and 
then copy it back (with force).  Better yet, read the file in place, 
write the new file to a temporary location, set 
permissions/owner/group, and then copy the temporary file back over 
the original (with force).

This process is fairly safe since the copy function is (I'm pretty 
sure) atomic.  You do risk "clobbering" any additions made by another 
source, so it's best not to do this with your confirmed list.  Of 
course, if you did clobber someone on your confirmed list, I guess 
they'd just have to confirm again, so it wouldn't be the end of the 
world.
