I've found that the only way I can get certain types of bounces and confirmed mail to my inbox is to change DELIVERY from procmail to /var/spool/mail/foo. I can't explain it; I don't know why...but tmda seems to lose mail with an empty envelope when handing off to procmail for delivery.
