I think there's a conceptual difference going on here. TMDA is currently set up to generate logs for each user (if they configure it to do so). It does not (to my knowledge) have any concept of a "global log" and I can see it resisting you if you try to pump everyone's logs into the same file. If you really need some global logging feature, then I recommend you post to the tmda-workers list and request the feature. I don't think this would be a hard one to do, but it is up to them as to whether they feel this would be a good thing to add.
