This is correct Gre7g (how do you pronounce that....?). Which means putting it in a user's .qmail file doesn't really do anything different than using the command-line option. On the other hand, if you have a .qmail file that's used by multiple users, perhaps some configuration of a virtual domain, it could be useful.
