You're not missing anything. Think of it this way. If your client PCs are not running TMDA locally (and they would have to be Unix/Linux machines to run it), then there's nothing on those machines that could possibly tag the addresses. That implies that you need to have those machines send the mail to a piece of software that *can* tag them. That piece of software is tmda-ofmipd, an SMTP proxy. tmda-ofmipd authenticates the user, tags the address(es) if requested and sends the mail on to the real MTA.
