It's a known bug and the fix is in CVS.

Bug symptom #1 - When you change themes, all your theme settings
are wiped out.
Bug sympton #2 - When you save theme settings, the theme reverts
to "Blue".

The next version of tmda-cgi will have the fix too, of course!
