Tags are only used on outgoing mail (except for the confirm addresses that TMDA creates). You can use only the incoming filter features to do what you want, I believe. The problem is that you'll have to keep a whitelist, either a global one or one per user, on the Postfix/TMDA system, otherwise everyone who sends mail to you/your company will have to confirm.
