There is no indication that 'Precedence: bulk' means spam. On the contrary, there are many legit applications that use this to indicate that the message is a machine generated response which helps curb mailing loops. Examples of such applications include Mailman and Majordomo, which are probably the most widely used list managers on the Internet. In other words, if your mailer is classifying such mail as spam, you have bigger problems than just with TMDA messages.
