Actually there is nothing really different about the user.
They authnticate the same way as other users do, off of the vpasswd data.
They are exactly the same as any other user except they have a dot in the username.
 
The only problem is that when tmda-cgi copies the files it copies them as .qmail-user-default and when a dot is present in the username this is incorrect.
 
There is nothing special going on with the user.
They are just a normal user but with a dot in the username.
 
Tmda-cgi works fine up to the point of copying the files.
The file name is just incorrect when a dot is present in the username.
 
It is a bit confusing I guess.

I am not sure if the situation has been relayed correctly.
Try it out.
If you just add a user,   like testguy.1 and then try to use the auto install of the tmda-cgi you will see what I mean.
