My header comments arent quite right as I've just looked up the way the *'s are generated. SA rounds down below .5 and up above .5 so checks against 5 stars are actually looking at 4.5+, checks against 3 stars 2.5+ etc.
Close enough, I say. Considering that SpamAssassin is using statistical techniques to generate its scores, its not reasonable to demand an exact value as your cutoff. Just ballpark it.
