Not currently, no.

The advantage of the current set of tagged addresses is that they are
entirely self-contained.  You don't need to refer to a external
resource such as an on-disk database to verify them.  With the address
you propose, you'd have to, in order to count how many times the
address has been used.

So, I think because of this extra complexity and nominal benefits over
'dated' addresses, it's not worth the effort.
