Actually, they are mutually exclusive. Whichever one occurs last on the command line is the action that is taken. In addition to deleting, the delete action (-d) will append the sender's email address to PENDING_DELETE_APPEND, if you have it set. If you only have PENDING_BLACKLIST_APPEND set, then nothing will get appended anywhere. So, as long as you point PENDING_DELETE_APPEND at your blacklist, '-d' will do what you want.
