Postfix usualy logs any errors. But permissions is my first thought.
But as far as postfix is concerned there doesn't seem to be an error. It just delivers mail as if there was no .forward file.
Does the user own their home directory, same permissions as working users.
Since this is a dedicated mail server with only superuser shell access, all "normal" users have the same configuration and nearly empty home directories. All files in the home directories are owned by the respective users, and are user-readable.
Nothing to confuse thins like a .procmailrc ?
I don't see any relevant differences in the various user's home directories.
