Don't know about this case, but it is a relatively common preactice to
except the root account from suid script processing - if it works for other
accounts and doens't for root I'd guess that's what's happening.

Root should receive mail anyways... it should be aliased to a non-superuser.

(my paranoid 2 pennies).
