That includes attachments.  From an earlier question I think maybe you
don't understand what this parameter does.  It has nothing to do with
the size of messages you (or TMDA) allows through your system.

If you look at a confirmation request sent by TMDA you will see that
it attaches the original message to the request.  This parameter is
used to determine the size of the largest message that TMDA will
attach to the confirmation request.  If the original message is larger
than CONFIRM_MAX_MESSAGE_SIZE, TMDA will attach only the message
header, not the body.  There is no sense in sending a 2M attachment
back to the person who just sent it to you!

You can make this smaller if you like, but you probably won't ever
want to make it bigger.
