I had issues with tmda-cgi-0.12 too. It's very picky on what flavor of Python you are running on. Have you gotten the latest and greatest from www.sunfreeware.com ?
Running on TMDA/1.0.2 "Bold Forbes" (Python/2.2.1 on linux2) On another issue. I was switching from RedHat 9 to Debian 3.0r2 and noticed that there was an issue with tmdaincoming.log and tmdadebug.log not being created and getting a permission denied so I created them and it worked. I still reverted to 0.11 because I never got all of the button options for the pending mail. I only had release and whiteliste available to me.
