I found the culprit -- it was openwebmail, or me, take your pick.

openwebmail populates its forward info using the .forward file.
Apparently, this goes both ways -- if I remove that value from the
openwebmail form, it deletes my .forward.

So exim was calling its default procmail rule, which doesn't use the -p
option.  I've now recreated my .forward with -p, and things seem to be
working again.

It's not clear to me that openwebmail should be trying to forward mail
to procmail, though -- I need to figure out what exactly it thinks it's
doing there.
