I have out server setup in the following way.
this is system file for all users.
/etc/tmda/filters/incoming-f

then for each user, I have the following.
cat ~/.tmda/filters/incoming
### ~/.tmda/filters/incoming (first match wins) ###

headers 'failure notice' drop

include /etc/tmda/filters/incoming

this allows me to set company filters and then user filters if need be. 
One file to change, One file to control them all.  Make my life easier.
