The most obvious workaround is an alternate tmda delivery program.
Or preprocessing.

Unfortunately, in the past, I used an "non-sendmail" MDA (procmail to
qmail-inject) an I was unable to groke bcc from messages. I've not been
able to figure out how mutt is processing bcc addresses but I've not
been able to catch them.
