Does TMDA not honor standard regex in list files as it does in filter files?

Second comment here, TMDA seems to not update the user's whitelist unless I set CONFIRM_APPEND. CONFIRM_APPEND implies the use of auto-whitelisting. I wonder why it isn't automatically set in /etc/tmdarc or ~/.tmdarc? Most of TMDA's principle design assumes that this function is enabled yet there is no default.
