Rules are processed in order, so if you place something like this in your
incoming filter, you'd probably get what you asked for:
# Reject from blacklist.
from-file -autocdb ~/.tmda/lists/blacklist bounce
# Accept everything else.

Thanks for the response. While this is what the users are asking for, I
do not think it is exactly what they want.
Let me ask the question another way.
Is it possible to blacklist everyone, and have the e-mail recipient make
the decision as to whether or not the sender should be whitelisted
without a confirmation message being sent to the sender?
It seems like the more I am reading about TMDA and its capabilities, the
more confused I am becoming.
