according to TMDA installation directions .... and this is also why I 
elected "qmail" for the MTA.


          "TMDA Server Configuration (Courier only)

Given the similarily of the dot-courier 
<http://www.courier-mta.org/dot-courier.html> interface to dot-qmail, 
you can simply follow the qmail configuration instructions above, 
substituting .courier-foo for .qmail-foo."


the below is my .courier file. 

| preline /usr/local/bin/TMDA/tmda-1.1.9/bin/tmda-filter

in the case where the filter allows mail though the below config line 
works and dumps mail in the user inbox.
DELIVERY = "|/usr/lib/courier/bin/maildrop"

however, in the case where the message goes pending and is released, the 
mail goes to /var/spool/mail
for some reason and the TMDA config is NOT read.
