Ayesha,
The short answer is yes you can have some accounts on your domain
protected by TMDA and others left unprotected. Generally speaking each
account that is to be protected needs to be configured to use TMDA, and
one of the best ways to do that is to also install TMDA-CGI and setup
the tmda-skel (skeleton) files to work with your particular setup. Then
advertise to your user community the availability of TMDA. At which
point those that are interested in using TMDA can opt in from the
TMDA-CGI website.
