You might look at ADDED_HEADERS_CLIENT or ADDED_HEADERS_SERVER and see
if you can't add a BCC to a logging account. As for incoming, as long as
TMDA isn't doing the message delivery itself (e.g. .procmailrc ->
tmda-filter -> .procmail-tmda) you can have your MDA make copies.

Ultimately, though, if you aren't doing things at the MTA or global MDA
(e.g. /etc/procmailrc) level, you probably won't be meeting retention
requirements that are designed not to trust the users since a lot of
this configuration happens at a per-user level.
