Probably not. I just added that as a filler lest the slot be "wasted".

I agree that things would be simpler and cleaner without it, and no
functionality is lost.

Remember that raising _any_ exception will trigger a deferral.

Cold turkey baby, with a nod to UPGRADE. Ironically, I'll have to
reorganize as I use a single `blacklist' file with mixed instructions
(default of drop, with some bounce exceptions).
