I don't have any opinions either way on this matter.  I really don't
know Jack about Pending.py beyond that I can call it to access the
pending list.  I have not dug through it enough to know all the
details.

Pick a solution and CVS the changes to Pending.py or tmda-cgi.  I'll
do some testing with tmda-cgi to make sure it works once you have.
