This is another issue I think. What the poster and I were talking
about was in fact a single delivery action with multiple delivery
destinations. I think this would be useful in and of itself.

They aren't actually according to RFC 2821:

The <local-part> of the mailbox may consist of:

  <c> ::= any one of the 128 ASCII characters, but not any
            <special> or <SP>

  <special> ::= "<" | ">" | "(" | ")" | "[" | "]" | "\" | "."
            | "," | ";" | ":" | "@"  """ | the control
            characters (ASCII codes 0 through 31 inclusive and 127)
