another python error in tmda-cgi-0.10 that needs to be caught

It appears when you are using remote authentication and the service is not available (ie. connection refused), you get a python error.  This probably happends with others as well.  Rather than throwing a python error, how about a usable error message as to what happened.  "Tried to contact your authentication system (pop3), but got: connection refused".
